The purpose of the work is to have the legal basis in place, if a curfew must be introduced. Chief Medical Officer Preben Aavitsland of the FHI confirms that they have made their comments, but will not say what advice they have given.
"We hope that we will be able not to impose a curfew even though many other countries in Europe have had it," Prime Minister Erna Solberg told DN.
Mæland welcomes a broad debate on such an interventionist measure, and has therefore submitted a bill to the Storting.
"As of today, it is not appropriate to impose a curfew or anything similar. It is only applicable in extreme cases, as if there is very high spread of infection and a blasted health and care system," Mæland said at a press conference this afternoon.

The question is how far away Norway is a situation with, among other things, a curfew.
Assistant Health Director Espen Rostrup Nakstad told NRK that it takes a lot more for a curfew to be applicable.
–When the country closed down on 12 March, no curfew was imposed. On the contrary, we encouraged people to move outdoors every day, but with a good distance to others. Mobility in society was greatly reduced by the shutdown at the time and contagion numbers fell just as rapidly in Norway as in countries with curfews," says Nakstad.
He says curfews are not a measure that will be appropriate as the situation is now or is expected to be beyond the winter.
"However, if the disease-causing properties of the virus change significantly, and compliance in society is significantly lower, it will be appropriate to consider this type of action," Espen Rostrup Nakstad told NRK.
Refusal of access
Nrk has been rejected for almost all documents on the matter that we have requested access to. The documents include titles showing that it is about input into "a possible situation with a curfew" and the possibility of a 5th shutdown level.
After the experience of NRK, the Ministry of Justice will present the legal basis shortly.
In November, the Ministry of Health and Care Services asked the government to investigate the need for further austerity and the closure of society if the contagion increases.
Shutdown level 5, as defined by the professional authorities, means:
Uncontrolled spread in society and the risk of exceeding the capacity of hospitals.
Accelerating incidence outside of known eruptions. (That is, you have no control over the spread of infection)
More than 30-40 percent have an unknown situation of infection. (That means they don't know where they've got the infection)
Infection tracking is not feasible for many cases due to capacity shortages.
In such a situation with uncontrolled dispersion, it is appropriate to, among other things, close businesses that cannot have a home office and consider a curfew all or part of the day, a document from the Directorate of Health, written in November, is presented."

Norway on Saturday expressed concern about the safety of Pfizer’s coronavirus vaccine on elderly people with serious underlying medical conditions, after at least 29 of them died within days of receiving the shot, Bloomberg reported.
The vaccine produced by Pfizer and BioNTech was the only one available in Norway until Friday, and “all deaths are thus linked to this vaccine,” the Norwegian Medicines Agency said in a written response to Bloomberg.
“There are 13 deaths that have been assessed, and we are aware of another 16 deaths that are currently being assessed,” the agency added. All the reported deaths relate to “elderly people with serious basic disorders”.
Norway said that most of the people experienced the expected side effects of the vaccine, such as nausea and vomiting, fever, local reactions at the injection site, “and worsening of their underlying condition”.
On Friday, Norwegian Medicines Agency Chief Physician Sigurd Hortemo had said that common reactions to the vaccine, including fever and nausea, “may have contributed to a fatal outcome in some frail patients”.
The findings prompted the Scandinavian country to suggest that the Pfizer vaccine may be too risky for elderly vulnerable patients. “For those with the most severe frailty, even relatively mild vaccine side effects can have serious consequences,” the country said. “For those who have a very short remaining life span anyway, the benefit of the vaccine may be marginal or irrelevant.”
At the same time, Norway’s health agency said the deaths were an expected outcome of the process.
“The Norwegian Medicines Agency has communicated, prior to the vaccination, that when vaccinating the oldest and sickest, it is expected that deaths will occur in a time-related context with vaccination,” it said. “This does not mean that there is a causal link between vaccination and death. We have also, in connection with the reported deaths, conveyed that it is possible that common and known side effects of the vaccines may have been a contributing factor to a serious course or fatal outcome.”
The country, however, adjusted its advisory on who gets the Covid-19 vaccine, leaving it up to each doctor to consider who should be vaccinated, AP reported. “Doctors must now carefully consider who should be vaccinated,” said Steinar Madsen, medical director with Norway’s medical agency. “Those who are very frail and at the very end of life can be vaccinated after an individual assessment.”
