I personally know of a few holes like this, and even worse, here in Syracuse. I drive the thruway (I-90) almost every day, which is the biggest highway in New York. They installed a state-of-the-art automatic electronic tolling arch's (for lack of a better word), yet the road itself is complete shit. Potholes galore, elevated sections under overpasses where trailers sometimes scrape (especially if there is ice on the road, uneven banking, choke points, and I could go on and on.
They know everything is going to collapse, so why bother fixing or rebuilding most of it before then?

so rather than phone the authorities they stand around laughing (at what could cause serious accidents) and post funny videos about it... that speaks to the deterioration more than the holes.
still, in Australia if you tell the local council about the pothole and it goes on to cause damage, they can be sued.
a guy around here a few years ago and for a decade or more would go around with spraycans highlighting, with good art, the holes , to warn people.

A pot-hole like that doesn't form overnight and if the highway authority doesn't already know than they're incompetent. If they're denied the funds to fix it, then what can they do? Ask yourself, would you? Yes? Have fun employing yourself full-time flagging people down warning of the road conditions, most of whom will hate you and cuss you for being in the road.
Maybe stand in front of it with a beggars sign panhandling as a reward for saving their car? Think about it, if nobody is willing to fix it, what else can a citizen do other than watch it unfold, make a video and record it to the internet?
