I suggested you watch from 2'57'08", but if you go back a bit earlier and watch from 2' 56' 55", the speaker in the video actually says that the information he's giving is from a rich fabric of Kabbalism, mysticism, occultism, and majick. He then introduces Fulcanelli, who took the field of enquiry further. The speaker in the video explains that in 1922, a mysterious text by Fulcanelli appeared, called "The Mystery of the Cathedrals". The speaker goes on to say that the book was authored by "a group of one or more Freemasons". It was Fulcanelli who wrote the book that features the legend of the Offerus.
