There is almost nothing, in terms of surveillance, that is unique to 5G to the exclusion of 4G or earlier. A movement that successfully "stops" 5G still finds itself under the grid of the same surveillance system, only with 4G as its transmission medium. The real solution is to stop using mobile phones or at least to minimize your usage and leave the thing unpowered (battery out) when not in use. If this is a real, genuine conviction that one holds, one can find it within oneself to reject cellular phones on a matter of principle.

I Stopped Utilising Cell Phones about 4 Years ago.
I Have Many as I was Learning how to "Fix" and De Google them.
I have a 4G Flip that I stripped of Apps and Internet Capabilities and Only Take with me on the Very Rare Occasions when Staying Away from Home to take Photos and call my Mum.

Always Carry and Store it with the Battery Removed.
(That's why Apple made it Nigh on Impossible for Normies to 'Jailbreak' and Remove the Battery from their Devices and Laptops.)

I'd Imagine the Process of Removing the 'Ankle Bracelet Monitor' for Most Now.
Looks to be as Drastic as Heroin Withdrawl for the Fully Addicted...

I have seen people completely lose their cool in moments when they believe their phone has been lost. The attachment is unreal. If they place this degree of trust into "their" phones, how much do you think they ever question what is being pumped into their minds through said phones?
