At least 705 children were abused by paedophiles in care homes in Lambeth in London for decades. Most of the abuse in Lambeth’s care homes took place in the late 1960s, 1970s and 1980s when abuse in its children’s homes was “pervasive”.
So far, victims have been rewarded a mere £71.5 million in compensation.
Lambeth council repeatedly failed to protect children, including employing staff who they knew (or could have suspected) were child molesters, and even failing to investigate after learning that employees were suspected of sexual abuse.
Even after in 1986 senior officials found out that John Carroll had been convicted for paedophilia, he remained on his job as boss of a care home, so he could continue abusing kids.
Carroll finally was finally sentenced to 10 year in jail in 1999 after confessing multiple sexual assaults against children.
Instead of investigating the rampant sexual abuse, the cops were part of the cover-up, after starting Operation Bell in 1992 and Operation Middleton that ended in 2003:

In 1998, Detective Chief Inspector Clive Driscoll launched his probe into child sex abuse in Lambeth. After he revealed politicians were among the suspects, an executive on the Lambeth council filed a complaint against him, so Driscoll was investigated, removed from the investigation and relocated to another district.
19 suspects of child abuse were never identified, which confirms that the paedophiles went free so they could continue to abuse children from the child care system.
Anna Tapsell, chairwoman of Lambeth’s social services committee, tried to take action against the paedophiles abusing kids in the Lambeth care homes. She was warned off by a senior police officer who came to her home.
According to Tapsell, the convicted child abuser John Carroll was “protected” by Lambeth social services bosses along with paedophile Les Paul who worked in South Vale. In 1994, Paul was jailed for 2 1/2 years for abusing 3 boys including one from the children’s home.

Music mogul Raymond Stevenson (who?) has said he and his friends were regularly beaten and drugged at Shirley Oaks in Surrey, while dozens of others were sexually abused.
Raymond thinks the investigation is being obstructed by “very powerful people”. The child abusers included a Labour minister nicknamed "The Godfather" (maybe the same as the minister in the Blair administration). The paedophile buddy of the British royals Jimmy Savile also visited the home.

These gatherings were attended by very powerful people, supposedly the highest members of society, who were indulging in the most depraved acts. On top of that Jimmy Savile visited Shirley Oaks on at least one occasion in 1968, according to a former member of staff.

Now this doesn't prove that Boateng was THE minister (Godfather) involved in molesting kids in Lambeth's care homes, but with this information I wouldn't rule it out...
Paul Boateng (now Lord) was a UK cabinet minister in Tony Blair's government. Boateng visited John Carroll at Angell Road and went on a caravan holiday with an organisation of which Carroll was a member.

The following shows that Paul's wife, Janet Boateng, actually pressured officials to keep the convicted paedophile John Carroll running the care home, so he could continue to abuse these children. At the time Janet Boateng chaired the Lambeth Council’s social services committee, responsible for running the children’s homes.

Bulic Forsythe's manager was described as a "Godfather". The Godfather had given Bulic Forsythe a hard time.
The Godfather was suspended on full pay in September 1993 and in August 1994 medically retired with a golden handshake of £50,000.
A senior manager in the Social Services had put pressure on Forsythe for the Godfather, and Forsythe was scared that the senior managers could get him in Social Services.

The most interesting in my opinion is the information on Bulic Forsythe (BF), chapter 20.
That BF was obstructed in his investigation by his manager and that witnesses thought he was murdered to silence him...
It is mostly about the rape of 2 female employees, and the making and distribution of (adult) porn.
There's not much on child abuse. Except 10.25 from the report that notes.
Most seriously, on one occasion, a letter to one of the staff was intercepted by two more senior staff. The letter offered further pornographic video material to the employee and referred to providing children. No management action was taken on the letter which was returned by the more senior manager.

In November 1997 the South London Press reported the finding of a sex dungeon complete with manacles, chains, bedding and a sleazy red light in Lambeth High-Security Police Head Quarters in South London. The civilian staff who leaked the story were suspended and Officers from Scotland Yard’s Criminal Investigation Bureau were called in.
From the copious amounts of child pornography found at the Police Station, it was soon realised that Children from Lambeth Care Homes were being taken to the Police Station for sexual abuse, rape and use in child pornography. It is believed several senior Police Officers were renting out Children and using the Police Station as a brothel.
