You could argue that anybody (or any organisation) can make requests like that and Twitter up to a certain degree has the freedom to refuse...
Elon Musk's "Twitter Files" forgot to tell us that there was a formal European Commission program “Fighting COVID-19 Disinformation” in which all major social media platforms, including Twitter, participated.
As part of this censorship collaboration, Twitter reported to the European Commission on its censorship of content and accounts all over the world (so not just in the EU).
It is impossible that Twitter is not continuing to communicate with EU officials about censoring online content. While the EU’s “Fighting COVID19 Disinformation” program was technically ended, it's censorship practices continue under the more general "Code of Practice on Disinformation". Twitter, and other online platforms, are obliged to fight "misinformation" (which of course includes those facts that come a little too close to exposing the sordid state of our Brave new world).
While the “U.S. government censorship” policies were sort of requests, but Twitter cannot refuse the demands of the European Commission (that can impose hefty fines)... if it wants to remain active in the EU.
While Elon Musk has complained about the censorship by team Biden, he has posted positively about his meeting with EU Commissioner Thierry Breton in January.
The European Commission can even conduct warrantless searches of company premises.

I found it "shocking" that Alex Berenson, who has been posting interesting information on the deadly COVID vaccines for some time, showed his true colours by joining Elon Musk's propaganda team.
Scott Gottlieb repeatedly emailed Twitter to censor/ban “corrosive” posts.
Berenson also whines about being banned from Twitter through a "larger conspiracy" that included Gottlieb, the Biden White House and Andrew Slavitt.

The most important problem with this "shocking" information, is that is designed to cover-up the scandals of big pharma fraudster Scott Gottlieb, who was selected by president Donald as FDA commisioner (in office from May 2017 to April 2019) to dramatically cut regulations governing food, drugs, cosmetics, dietary supplements and tobacco. They really showed us, emergency approving the clot shots at warp speed before the end of 2020, after the plandemic was started in March 2020!

Then on 9 June 2020, Illumina got FDA emergency authorisation for a PCR sequencing-based COVID-19 diagnostic test.
In June 2019, Gottlieb joined of the board of directors of Pfizer, Inc. He is also on National Resilience’s board of directors.
Gottlieb is joined on the boards of Pfizer, Illumina and National Resilience (!) by Nobel Prize winner Frances Arnold, who is (of course) also a member of the British Royal Society (like Elon Musk).
In one of those strange "coincidences", President Joe selected Frances Arnold as the external co-chair of his Council of Advisors on Science and Technology (PCAST).
